Former Mississippi Governor William F. Winter
spoke to the Rotary Club of North Jackson at
its October 4, 2016 meeting. The subject of
his talk was improving Mississippi. He discussed
the need to improve the education of our youth
making the point that 90% of the children in Mis-
sissippi attend public schools and that it is critical
that we adequately fund public education if we are
going to attract 21st Century businesses. Another
key point was that the state needs to adopt a flag
that all of the citizens of Mississippi will respect.
 
Governor Winter was the 58th governor of the state
of Mississippi from 1980 - 1984. He is best known for
the passage of the Mississippi Education Reform Act
and the Public Utilities Reform Act. Governor Winter
served the United States in World War II where he
was a U. S. Army Infantry Officer in the Pacific
Theater. He is a graduate of the University of Missis-
sippi and the University of Mississippi Law School.
He continues to practice law as Special Counsel to the
Jones Walker law firm of New Orleans, who has offices
in Jackson. The William Winter Institute for Racial Recon-
ciliation on the University of Mississippi's Oxford campus
is named in his honor, as is the William F. Winter Profes-
sorship in the Department of History.The accompanying
